The Problem
Credential Attainment Rate is one of WIOA's core performance indicators — and it's one of the hardest to move. Participants complete training all the time. Fewer of them sit for, and pass, the actual industry-recognized exam that counts toward your numbers.
That gap matters more than it used to. Not every completion certificate qualifies: WIOA's definition of a recognized postsecondary credential specifically excludes board-issued certificates and general work-readiness certificates. It has to be an industry-recognized certification, license, registered apprenticeship completion, or degree. Closing the gap between "completed training" and "earned a credential that counts" is exactly the problem we solve.
